Each WDR provides in-depth analysis of a specific aspect of economic development. Past reports have considered such topics as agriculture, youth, equity, public services delivery, the role of the state, transition economies , labour, infrastructure, health , the environment, risk management, and poverty.

Climate change and migration are major concerns in the MENA region, yet the empirical evidence on the impact of climate change and extreme weather events on migration remains limited.

Information is broadly lacking on how households in vulnerable areas perceive changes in the climate, how they are affected by extreme weather events, whether they benefit from community and government programs to help them cope with and adapt to a changing climate, and how these conditions influence the decision of household members to migrate, either temporarily or permanently.

This introductory chapter summarizes briefly the main results of the study which relied on existing data as well as focus groups and new household surveys collected in in Algeria, Egypt, Morocco, Syria, and Yemen. The results suggest that households do perceive important changes in the climate, and that many households are being affected by extreme weather events resulting in losses in income, crops, and livestock.

The coping and adaptation strategies used by households to deal with weather shocks are diverse, but also limited, with most households not able to recover from the negative impact of weather shocks. The ability of community level responses and government programs to support households is also very limited. Finally, while climate change is not today the main driver of migration flows, it does appear to contribute to these flows, and worsening climatic conditions are likely to exacerbate future migration flows.

Development and climate change: Launch of the World Development Report 2010

By Dr. Paul B. Question Three: How can development agencies help vulnerable countries adapt effectively? What are appropriate roles for development agencies in supporting national-level decision-making processes for a changing climate? Specifically, how can they promote planning and policies that are robust, durable and sufficiently flexible to respond to and prepare for the many challenges posed by climate change, including its uncertainties, long-term impacts and surprises? There has been a welcome paradigm shift in the development community to focus attention on the causes and cures of human vulnerability.

The World Development Report WDR Development and Climate Change is based on the premise that climate-smart development is possible, but only if advanced countries generously fund adaptation and mitigation in the rest of the world, since wealthier countries produced most of the emissions of the past. The WDR strongly asserts that poverty reduction and economic growth remain the overarching priorities for developing countries--the challenge of climate change may make human advancement more complicated, but poor and middle income countries should not forfeit prosperity because of a tragedy of the commons that is not of their making. Paths to low-carbon growth are possible, the authors say, so long as we act now, act together and act differently. Replete with examples from developing and advanced countries alike, the WDR focuses on the many dimensions of development that are affected by climate change. These include:. Climate Change and Migration in the MENA Region: An Overview

Female education and family planning are both critical for sustainable development, and they obviously merit expanded support without any appeal to global climate considerations. However, even relatively optimisticprojections suggest that family planning and female education will suffer from financing deficits that will leave millions of women unserved in the coming decades. Since both activities affect fertility, population growth,and carbon emissions, they may also provide sufficient climate-related benefits to warrant additional financing from resources devoted to carbon emissions abatement. This paper considers the economic case for such support. Using recent data on emissions, program effectiveness and program costs, we estimate the cost of carbon emissions abatement via family planning and female education.

From till , the WWDR was produced and released every three years following a comprehensive approach. As a result of a Global Stakeholder Survey in , UN-Water decided to change the periodicity of the WWDR into an annual production with a thematic focus on different strategic water issues.
